SARS has issued a Letter to Trade announcing an important change that affects private individuals who import goods using the simplified e-commerce Customs Code 70707070. This move aims to curb misuse of the system and improve compliance with customs laws.

What Has Been Happening?

SARS has seen a growing number of people using Customs Code 70707070 even after they pass the allowed annual limit. This causes compliance problems and slows down processing at SARS Compliance Centres.

What Is Changing?

From 20 November 2025 at 18h00, SARS will automatically reject any new import declaration under Code 70707070 once a private individual has imported goods worth more than R150,000 in a calendar year.

What Importers Must Do

  • You may use Customs Code 70707070 only until your total imports reach R150,000 for the year.

  • After reaching the limit, the system will stop accepting declarations under this code.

  • To continue importing, you must apply electronically for a formal Customs Code and then submit a new declaration under your formal registration.

This requirement comes from Section 59A of the Customs and Excise Act, which deals with the licensing and registration of customs clients.

If you regularly import goods, speak to your clearing agent for help and make sure you are registered correctly before you exceed the annual limit.
